There are too many dogs owned by irresponsible people who are attracted by the image of the breed, but lack essential knowledge on the breed’s keeping requirement. Dogs that are not trained and socialized in proper time become difficult to control and live with, so their owners surrender them to volunteer organizations. That’s the price of the breed’s popularity. “Second hand” dogs are rehabilitated and provided with basic obedience training and socialization in foster families.
